In this VIII GALEUSCA HISTORY Congress we aim to reflect on several historical milestones whose anniversaries will be commemorated in 2026 and which particularly affect the countries of the GALEUSCA network. First, the 150th anniversary of the end of the last Carlist War (1872–1876)
will allow us to analyse the political changes between the Democratic Six-Year Period and the beginning of the Restoration regime, translated in the Basque Country into the Law of 21 July 1876 and the start of the Economic Agreement system.

Secondly, the 90th anniversary of the approval of the Basque Statute of Autonomy (1 October 1936) and of the plebiscite on the Statute of Autonomy of Galicia (28 June 1936) will provide an opportunity to assess their context and compare them with the development of Catalan autonomy, in force since 1932.

Likewise, the 90th anniversary of the fascist military uprising and the outbreak of the Civil War will allow us to study the military events in GALEUSCA territories, their political development, and the various forms of physical, political, economic and professional repression exercised by the Francoist regime, as well as the forced exile of the Catalan, Galician and Basque peoples.

This VIII GALEUSCA Congress will also pay tribute to one of the driving forces behind this network, Professor Joseba Agirreazkuenaga, in recognition of his long academic career. Considering that one of his main contributions has been the revitalisation of institutional history, the congress will
address the analysis of the creation and evolution of GALEUSCA institutions of all kinds: political, social, cultural, and others.

We have opened a CALL FOR PAPERS for the submission of paper proposals, which will close on 31 March 2026. Interested parties should send an email to galeusca2026@gmail.com, indicating the authorship of the paper, its title, institutional affiliation, contact details, and the thematic strand to which it belongs.

The thematic strands of the Congress will be as follows:

  1. A Journey through History: Institutions.
    150 years since the Law of 21 July 1876. Political, social, cultural, and other institutions of GALEUSCA.
  2. A Journey through History: Autonomies. 90 years since the Basque Statute. 90 years since the Galician Referendum. Autonomous initiatives and processes in the contemporary period.
  3. A Journey through History: Wars. 50 years since the end of the last Carlist War. 90 years since the Civil War.
  4. A Journey through History: Repressions and Exiles. Forms of political, economic, and professional repression. Exile of GALEUSCA.

Subsequently, and with a deadline of 1 September 2026, each of the authors of the accepted papers will be required to submit an abstract of their presentation of no more than 500 words, so that conference participants may become familiar in advance with the content of each contribution.

The final submission of the texts for publication will have a deadline of 30 November 2026, in accordance with the format that will be communicated in forthcoming circulars.

The Ituna Research Center on Fiscal Federalism was founded in 2007 through a collaboration agreement between the Regional Government of Bizkaia and the University of the Basque Country. Its research centers are located in the Faculty of Social Sciences and Communication (Leioa) and the Faculty of Economics and Business (Sarriko). 

Since its inception, the Center has offered a Documentation Service aimed at collecting, organizing, analyzing, and disseminating information on the Basque Economic Agreement and Arrangement, Provincial Tax Authorities, the Basque tax system, and, more generally, fiscal or financial decentralization and federalism.
